Odessa’s ground runs from sandy uplands to wet lake edges. Live oaks and longleaf pines thrive on the high ground. Along the lakes and the Brooker Creek corridor, cypress dominate and oaks rot early. The big oaks on the old farms are often grand trees by any measure, 40 inches and more. They need a crane or careful felling when they finally fail. Palmettos and pepper trees take over any pasture that isn’t mowed, which is why forestry mulching is so popular here.
Most of Odessa and Keystone is unincorporated Hillsborough County, so the county ordinance applies. Most yard trees 12 inches or wider need a permit. Grand oaks of 34 inches or more are strictly protected. Starkey Ranch and the northern edge are in Pasco County with different rules. Wetlands near the lakes and Brooker Creek have their own limits.
